Speaker Spotlight: Dr. Jeff Capobianco, Driving System Change with Evidence-Based Practices

The growing mental health crisis among children and youth highlights the urgent need for care models that are effective, accessible, and responsive. According to the CDC, 1 in 5 adolescents between the ages of 12-17 reported having unmet mental healthcare needs, underscoring a system-wide need to expand access to support, and deliver care that is meaningful and personalized.

By embedding routine feedback and progress tracking into clinical practice, Measurement-Based Care (MBC) gives providers greater insight into what’s working in treatment, what’s not working, and empowers families to be active participants in care, driving improved outcomes across diverse mental health settings. Our upcoming webinar, Advancing Child & Youth Behavioral Health with Measurement-Based Care, will explore the mechanisms behind MBC’s success in these settings, in addition to providing implementation guidance for organizations interested in it’s adoption.

Ahead of the session, we’d like to introduce one of our expert panelists, Dr. Jeff Capobianco, Senior Consultant at the National Council for Mental Wellbeing, who will join the session to share his perspective on applying evidence-based practices to drive sustainable, system-wide change.

Meet Dr. Jeff Capobianco

With over 30 years of clinical, administrative, and healthcare research experience, Dr. Jeff Capobianco has become a nationally recognized leader in advancing integrated care models through evidence-based practices. His work spans the design and implementation of strategies that bring together primary care, substance use treatment, and mental health services for both children and adults.

As a Senior Consultant at the National Council for Mental Wellbeing, Dr. Capobianco helps healthcare organizations, state Medicaid agencies, hospital systems, and county health departments adopt innovative and sustainable models of care. By leveraging approaches such as Lean Six Sigma, Adaptive Leadership, and learning communities, he drives large-scale transformation that embeds evidence-based practices at every level of care.

Dr. Capobianco earned his PhD in Program Evaluation from Wayne State University, practicing as a master’s level licensed clinical psychologist in the State of Michigan. He served as a Research Investigator at the University of Michigan School of Social Work, where he continues to teach part-time, and as Director of Research and New Program Development at a mental health managed care organization.

Throughout every role, he has worked to ensure healthcare systems adopt practical, evidence-informed approaches that improve access, equity, and outcomes for the individuals and families they serve.
