The rapid uptake of Measurement-Based Care (MBC) across North America is undeniable, as more clinics, hospitals, large organizations, and health systems continue to prioritize its implementation to elevate the standard of care they deliver. National accrediting bodies like the Joint Commission are making a major push to drive MBC adoption, recognizing it as a foundational component of any high-quality and evidence-based behavioral health services.
On April 25th, we dove into the transformation of behavioral health with three health system leaders with deep MBC and value-based care (VBC) expertise. Hosted by Greenspace Co-Founder and President, Simon Weisz, our expert panel featured Melinda Lehman, Executive Director of Behavioral Health Care and Human Services at the Joint Commission, world-renowned applied psychologist and leading global expert on MBC, Dr. David Clark, and CareSource’s Senior Director of Complex Health Solutions, Behavioral Health, Dr. Sandra Berg.
With their combined expertise, our guests tackled a variety of MBC topics, including the value of, and evidence behind, a system-level approach to measurement and evaluation, insights to inform large-scale implementations, and the intersection between MBC and VBC.

Dr. Sandra K. Berg
Senior Director, Behavioral Health

Sandra Berg has joined the Complex Health Solutions team as the behavioral health senior director to focus on program development and overall organizational strategic approach to meet the behavioral health needs of the CareSource members. She currently serves as the chair of the governor’s subcommittee on children’s mental health in Kansas. Sandra served on three legislative workgroups to help move forward historical legislation for mental health reform in Kansas during the 2020 and 2021 legislative sessions. Sandra served as executive director in the Kansas Medicaid managed care market for nearly 8 years before joining CareSource.
Prior to her role in managed care, Sandra served as executive director of 3 psychiatric residential treatment facilities for children, the clinical director of a children’s psychiatric hospital, clinical director of a special purpose school and has been a presenter at both the local and national level. She has served on many advisory groups for mental health as well as consulted with Fortune 500 groups. Sandra is a licensed clinical professional counselor and has a doctoral degree in industrial/organizational psychology.
Melinda Lehman
Executive Director, Behavioral Health & Human Services Program
The Joint Commission
Melinda Lehman is the Executive Director of Business Development for the Behavioral Health Care and Human Services program at The Joint Commission. In this position, she develops and executes strategies to maintain and improve the accreditation program, in alignment with The Joint Commission’s mission to continuously improve health care for the public, in collaboration with other stakeholders, by evaluating organizations and inspiring them to excel in providing safe and effective care of the highest quality and value.
As Executive Director, Ms. Lehman serves as the Business Development leader for the behavioral health and human services team and serves as The Joint Commission’s primary representative for the accreditation program to all customers and critical external stakeholders.
She is also responsible, in collaboration with marketing, for the development and implementation of annual strategic business plans for all products within the Behavioral Health Care and Human Services program. She oversees all existing federal and state deeming relationships. In addition, she coordinates all standards revisions and additions in accordance with leading practices, behavioral health and human services advances and customer needs and manages the advisory council relationships.
Dr. David Clark
Clinical and Informatics Advisor, NHS
Chair of Experimental Psychology, University of Oxford
Dr. David Clark is well-known for his research on the understanding and treatment of anxiety disorders, especially panic disorder, social anxiety disorder, and post-traumatic stress disorder. His research has led to the development of new and effective cognitive therapy programmes, each of which are recommended first line treatment options in current guidelines from the National Institute for Health and Care Excellence (NICE). Alongside economist Richard Layard, Dr. Clark was instrumental in the development and implementation of the NHS Talking Therapies, formerly known as Improving Access to Psychological Therapies (IAPT). The program launched in 2008 and has revolutionized the delivery of, and access to, evidence-based psychological therapies for depression and anxiety disorders within the NHS. By 2024, Talking Therapies is expected to treat almost a million people annually. In 2014, Dr. Clark co-authored and published the book Thrive: The Power of Evidence-Based Psychological Therapies, in which he demonstrates the economic, social, and overall population health benefits associated with the wider availability of modern talking therapies. Dr. Clark has received numerous awards and prizes throughout his career, including Lifetime Achievement awards from both the British and American Psychological societies. The latter described his work as “pure genius with a real world application.”

Co-Founder and President
Greenspace Health
Simon Weisz is the Co-Founder and President at Greenspace Health, a technology company that was developed to support the adoption of Measurement-Based Care (MBC) across the behavioral health and substance use sector. He has participated in supporting more than 500 implementations of MBC across a wide range of provider organizations, client populations, levels of care and program types. In 2024, Simon was selected by the American Psychological Association’s Board of Professional Affairs to join as a member of their Measurement-Based Care Advisory Committee. He completed his degree in law (JD) and business (HBA) at Western University, and began his career in corporate law at Stikeman Elliott LLP. He then transitioned to the non-profit sector, helping to launch Building Up, a non-profit social enterprise that supports people living with barriers to employment. This experience led to a shift in priorities and professional interest. He later Co-Founded Greenspace Health and plays an active role as Chair and Director at Building Up and Raising the Roof, a national charity focused on homelessness prevention, and volunteers in support of refugee families.
